Abrams (or the writers) did not do great research on Romulans for the movie. They refer to Nero as "captain" when Romulan ranks do not work like that. They should have referred to him as Commander.

As I recall, the Narada was a mining vessel, not a military ship. So, technically he would be "captain" of the Narada because he wouldn't have any other rank -- he's a civilian.

And why do the '09 Romulans all have no hair and tribal tattoo's??

Nero could call himself "Captain" as it's a title as well as a military rank. A captain is simply someone in charge on a ship, regardless of size.

By the same token, if a Starfleet vessel was commanded by a Commander, or even by an Ensign, that person would be entitled to be called "captain."

I got nothing on the tattoos, though. Alternate future? Or maybe the mining crew were a bunch of emos?
